Dry textured lips, whats going on?

Beginning yesterday morning when I woke up, my lips had the feeling of sandpaper when I rub them together. First I thought it was my chapstick that was gritty but after I wiped it off the feeling was still there. Thinking then it might just be dry skin on my lips, I exfoliated and that did not help. I looked closely in the mirror and there are tiny little bumps all over my lips. The color of the bumps is the same as my lips and they are difficult to see, when i stretch my lips they turn white. they are only on the lip and do not go in the mouth or on the skin around the mouth. no itching swelling or other symptomn...any ideas on whats going on?
